User Quota for Mediafiles

I suggest a function where the administrator can set quotas for users (user-media folder) individually and all users globally or depending on their role.
Example: user1 - 200MB, user2 - 350MB, all users minimum 100MB
If user1 has 4 files a 50MB or 200 files a 1MB it should be OK - if user 1 needs more space the admin can add xxMB more.
I know the solutions with WP max file size, or max file count or the old filequota plugin - this would be not the same
A real quota for the users individual media folder.
